What this amendment would do
MR. KAINE submitted amendment numbered SA 1802 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.
The purpose of this amendment is to create a point of order in the Senate against specific legislation. It aims to add a rule that stops the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report under certain conditions.
Specifically, it targets legislation that would provide funding for the implementation of any peace plan for Ukraine, or any negotiated surrender to or appeasement of the Russian Federation for its unlawful invasion of Ukraine, if that plan does not have the consultation, participation, and support of the Government of Ukraine.
To bypass this rule and waive or suspend it, the Senate would need an affirmative vote of three-fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members is also required to sustain an appeal of the ruling of the Chair on this point of order.
