What this amendment would do
Mr. Kaine submitted amendment SA 1800 to the concurrent resolution for the 2025 congressional budget.
The purpose of this amendment is to create a point of order in the Senate against legislation.
- It aims to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report if it contains any funding for any Federal agency to implement Project 2025.
How It Can Be Overridden
Since we expect our elected officials to follow the rules, this amendment sets a high bar to bypass the restriction.
- The point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised against funding Project 2025.
