What this amendment would do
This amendment, numbered SA 1797 and submitted by Mr. Kaine along with Mr. King, focuses on Reporting on Federal Revenue. If we want to hold our elected officials and leaders accountable, we need to know how policies are hitting our wallets. This proposal makes sure the Congressional Budget Office includes specific new details in its reports.
-
An estimate of the total changes in revenue resulting from major legislation enacted or significant executive actions taken in the preceding fiscal year.
-
An estimate of the distributional effects across income groups in the United States based on those revenue changes.
Defining Significant Executive Action
To make sure we are tracking big decisions, the amendment clearly defines a significant executive action as any action taken by the President that results in $10,000,000,000 or more in new revenue for the United States on an annualized basis. This includes changes to duties on goods imported into the United States.
