What this amendment would do
Mr. Kaine put forward this amendment, known as SA 1794, to deal with protecting mine workers from unsafe workplaces. As folks who care about holding our elected officials accountable, we need to know what they are trying to change in our budget plans.
What It Aims to Change
This amendment adds a deficit-neutral reserve fund to the budget resolution. Here is what it allows the Chairman of the Committee on the Budget of the Senate to do:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
The Main Goal
These changes are meant for legislation relating to the enforcement of labor laws. Specifically, this may include:
- Prohibiting any decreases in funding for the Mine Safety and Health Administration of the Department of Labor.
- Prohibiting any reductions in force at the Mine Safety and Health Administration of the Department of Labor.
The Catch
The only rule for this money is that the legislation cannot increase the deficit over the total period of fiscal years 2025 through 2034.
