What this amendment would do
MR. KAINE submitted an amendment, numbered SA 1792, which was ordered to lie on the table. The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting Americans' personal and financial data.
This amendment aims to change the concurrent resolution by allowing the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to enhancing the privacy protections of the people of the United States.
Specifically, this can include legislation that would repair the harms done by the mishandling or exposure of personal data by the U.S. DOGE Service Temporary Organization. This includes providing credit monitoring services for all taxpayers or Social Security recipients, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
