What this amendment would do
Mr. Kaine submitted amendment numbered 1785 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a point of order in the Senate against legislation that would undermine universal mail service. Specifically, it aims to make it out of order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that privatizes, politicizes, or defunds the United States Postal Service.
- The amendment sets a rule that a three-fifths affirmative vote of the Members, duly chosen and sworn, is required to waive or suspend this point of order in the Senate.
- A three-fifths affirmative vote of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
