What this amendment would do

Mr. Padilla, along with Mr. Cassidy, submitted SA 1775 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

  • The amendment aims to add a deficit-neutral reserve fund relating to the importance of the Federal Emergency Management Agency (FEMA).

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

  • These changes are for legislation relating to supporting FEMA and its continued, central role in providing disaster relief, including long-term recovery assistance, to disaster survivors in all States, territories, and Tribal nations impacted by disasters.

  • The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
