What this amendment would do
Mr. King proposed SA 1773 as an amendment to Mr. Graham's amendment for the congressional budget resolution (H. Con. Res. 14). Common sense tells us we need to keep track of what our elected officials are doing with our budget, and this text sets up a specific rule for the Senate.
Purpose and Changes
-
The amendment creates a deficit-neutral reserve fund relating to legislation that does not increase tax breaks for the wealthy.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and adjust the pay-as-you-go ledger.
-
These revisions apply to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to legislation that does not reduce the average tax liability of taxpayers with income over $1,000,000,000.
-
The adjustments are allowed provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
