What this amendment would do

Mr. Schatz submitted the amendment, known as SA 1770, which relates to the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.

What It Aims to Change or Add

  • It adds a deficit-neutral reserve fund relating to prohibiting the imposition of tariffs on allies of the United States at a level higher than on countries designated as countries of particular concern for religious freedom.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.

  • These revisions and adjustments are for legislation relating to tariff rates, which may include prohibiting the President from imposing tariffs on U.S. allies at a level higher than on countries designated as countries of particular concern for religious freedom.

  • The changes are allowed provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
