What this amendment would do
This amendment was put forward by Mr. Schatz along with several other senators. Its purpose is to set up a deficit-neutral reserve fund.
The amendment aims to allow the Chairman of the Senate Committee on the Budget to change budget allocations and make pay-as-you-go adjustments. This can be done for legislation related to limiting tariffs, including banning tariffs that negatively affect hiring, employment, and retirement plans in the United States, as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
