What this amendment would do
Mr. Schatz put forward this amendment, known as SA 1763, to deal with the money and rules surrounding tariffs. In plain English, it sets up a deficit-neutral reserve fund relating to limiting tariffs against our allies.
What It Aims to Change or Add
-
It gives the Chairman of the Senate Committee on the Budget the power to change budget allocations and adjust the pay-as-you-go ledger.
-
These changes can be made for legislation dealing with limiting tariffs.
-
This includes the ability to prohibit baseline or individualized tariffs against allied countries that do not pose a national security or economic threat to the United States.
-
There is one big rule attached: any such legislation must not increase the deficit over the total period from fiscal year 2025 through fiscal year 2034.
