What this amendment would do
MR. KIM submitted SA 1735, which proposes a deficit-neutral reserve fund relating to strengthening the enforcement of sanctions imposed on entities of the People's Republic of China for facilitating the Russian Federation's war on Ukraine.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
Specifically, it aims to add or change the budget to support legislation that strengthens the enforcement of sanctions imposed on entities of the People's Republic of China by the United States for facilitating Russia's war on Ukraine. This includes legislation that would specifically target entities enabling the circumvention of sanctions or export controls, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
