What this amendment would do

Ms. Slotkin submitted amendment SA 1694 to protect our healthcare systems by creating a new point of order against cuts to Medicaid. As folks who voted these officials into office, we need to know that our essential care is being looked after. This amendment aims to add a rule in the Senate making it out of order to consider any legislation, joint resolution, motion, amendment, or conference report that cuts Medicaid in a way that reduces access to healthcare settings.

What It Changes in the Bill

  • It stops any bill from passing if the cuts to Medicaid reduce access to hospitals.
  • It blocks cuts that reduce access to long-term care facilities and home health care.
  • It protects access to rural health clinics and other essential health care settings in rural communities.
  • It shields Federally-qualified health centers, certified community behavioral health clinics, and community mental health centers.

To bypass this rule and allow such a cut, it would take a three-fifths affirmative vote of the Senators chosen and sworn to either waive the subsection or sustain an appeal of the ruling of the Chair.
