What this amendment would do
As folks who sent our officials to Washington, we expect things to run smoothly, especially when people are waiting on government programs. This amendment, submitted by Mr. Welch as SA 1666 to the congressional budget resolution for fiscal year 2025, is all about keeping our government accountable and making sure it doesn't drag its feet.
What the Amendment Changes
-
Stops longer waits: It creates a point of order in the Senate. Simply put, this means lawmakers cannot consider any bill, joint resolution, motion, amendment, or conference report if it would increase the average processing time for Federal program applications.
-
Hard to bypass: If the Senate wants to ignore this rule and pass something that slows down application processing anyway, it takes a three-fifths vote of the members chosen and sworn to waive or suspend it. It also takes that same three-fifths vote to overrule the Chair if a ruling is made on this matter.
