What this amendment would do

MR. PADILLA submitted SA 1639, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14, establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

  • The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting mental health care and suicide prevention resources for patients with private health insurance.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.

  • These revisions and adjustments are for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to protecting mental health care and suicide prevention resources.

  • This may include prohibiting cuts that would impact the ability of the Secretary of Labor, the Secretary of Health and Human Services, or the Secretary of the Treasury to enforce mental health parity rules to strengthen equitable access to mental health benefits as compared to medical and surgical benefits.

  • The changes can be made by the amounts provided in such legislation for those purposes, as long as the legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
