What this amendment would do

Mr. Padilla submitted SA 1594 to establish a point of order against tax cuts for the wealthy that add to the Federal debt. As folks we elect to represent us, they need to be held accountable for adding to our national debt, especially when it comes to tax breaks for the highest earners.

What It Aims to Change

  • It aims to make it out of order in the Senate to consider certain bills, joint resolutions, amendments, or conference reports that provide tax cuts relative to the current law baseline for individuals earning more than $10,000,000 annually.
  • It only applies if those tax cuts add more than $4,000,000,000,000 to the Federal debt over a 10-year period.
  • It sets a rule that this point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
