What this amendment would do
Mr. Padilla put forward an amendment, numbered SA 1589, to the concurrent resolution about the congressional budget for fiscal year 2025 and the levels for 2026 through 2034. As folks we elected to represent us, we need to make sure they are held accountable for protecting the people who served our country.
What It Aims to Change
This amendment adds a new rule in the Senate. It creates a point of order against any bill, joint resolution, amendment, or conference report that cuts veterans' mental health care coverage and services, or includes policies that would interrupt those services.
To get around this new rule and pass a bill that cuts these vital services anyway, it would take a three-fifths vote of the Senators chosen and sworn to waive or suspend it. It also takes that same three-fifths vote to win an appeal against the Chair's ruling on this point of order.
