What this amendment would do
Ms. Cortez Masto, along with Mr. Whitehouse, submitted amendment SA 1565 to the concurrent resolution on the congressional budget for fiscal year 2025.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to reproductive health care to the end of title III of the budget resolution.
It aims to allow the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations, aggregates, and the pay-as-you-go ledger for legislation related to reproductive health care.
Specifically, this can include prohibiting anyone from interfering with a person's ability to access out-of-State reproductive health care, or prohibiting anyone from restricting who receives, provides, or assists with out-of-State reproductive health care that is legal in the State where it is provided.
These adjustments are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
