What this amendment would do
Ms. Cortez Masto submitted SA 1563 to H. Con. Res. 14, which sets the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.
The Main Purpose
The purpose of this amendment is to create a deficit-neutral reserve fund relating to supporting tipped workers. To put it in plain English, it gives the Chairman of the Senate Committee on the Budget the power to change financial allocations and adjustments for legislation that supports tipped workers, as long as it does not increase the deficit over the total period of fiscal years 2025 through 2034.
Changes and Additions
The amendment aims to allow support for tipped workers, which may include:
- Exempting tipped income from taxation.
- Offsetting the decline in revenue by returning the top marginal tax rate for income over $626,350 to 2017 levels.
- 4/3/2025
