What this amendment would do

MR. WHITEHOUSE submitted SA 1477 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.

  • The amendment aims to create a new point of order in the Senate against any legislation, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase carbon pollution from fossil fuels.
  • It requires that such legislation must be accompanied by an analysis prepared by the Congressional Budget Office (CBO) regarding the effect of the legislation on the costs of homeowner property insurance, products, and commodities caused by the effect of the legislation on climate change.
  • It states that this rule can only be waived or suspended, or an appeal of the ruling of the Chair sustained, by an affirmative vote of three-fifths of the Senators duly chosen and sworn.
