What this amendment would do
Mr. Padilla submitted amendment SA 1459 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget. The purpose of this amendment is to stop people from using Medicaid cuts as an offset in the Senate and the House of Representatives.
What It Aims to Change or Add
-
It adds a rule that changes made to the Medicaid program will not be counted when estimating budget authority, outlays, or revenues for determining points of order under the Congressional Budget Act of 1974 or any concurrent resolution on the budget.
-
This rule applies unless the Director of the Congressional Budget Office certifies that the changes to Medicaid will not result in lower coverage rates, reduced benefits, or decreased affordability.
