What this amendment would do
Mr. Padilla submitted this amendment to place a limitation on the use of tariffs to offset costs in reconciliation legislation. Common sense tells us that when our elected officials are putting together big budget bills, we need to know where the money is actually coming from.
What It Aims to Change or Add
- It adds a rule for both the Senate and the House of Representatives regarding reconciliation bills.
- Any increase in revenue that comes from a change in one or more tariffs will not be counted when estimating budget levels, outlays, revenues, deficits, surpluses, or debt.
- This rule applies if the tariff change is not made by the text of the reconciliation bill itself.
