What this amendment would do
MR. PADILLA submitted SA 1455, which is an amendment intended for the concurrent resolution H. Con. Res. 14 for the fiscal years 2025 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to reaffirming the importance of the Federal Emergency Management Agency.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This is for legislation relating to reaffirming the importance of the Federal Emergency Management Agency and supporting the lawful distribution of Federal disaster relief funds.
The changes may include ensuring the timely distribution of Federal disaster relief funds to communities impacted by a disaster without delaying, withholding, or redirecting those funds for political purposes. This is allowed provided that the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
