What this amendment would do
This amendment, submitted by Mr. Heinrich along with several other senators, proposes to add a deficit-neutral reserve fund to the concurrent resolution.
The purpose of this addition is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to land conservation. This includes preventing the use of proceeds from public land sales to reduce the Federal deficit.
- The amendment aims to change the budget resolution by adding this reserve fund at the end of title III.
- It allows for these budget adjustments only if the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
