What this amendment would do
This is amendment SA 1452, submitted by Mr. Kim along with Ms. Alsobrooks, Ms. Duckworth, and Mr. Kaine.
The purpose of this amendment is to create a deficit-neutral reserve fund. It aims to allow the Chairman of the Committee on the Budget of the Senate to make changes to budget allocations, aggregates, and the pay-as-you-go ledger.
These changes can be made for legislation relating to health care, specifically to expand support under Medicare or Medicaid for home and community-based services for seniors and people with disabilities.
The main rule for this change is that the new legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
