What this amendment would do

This amendment, submitted by Ms. Hirono, aims to add a new rule to the Senate regarding how our elected officials handle money for programs related to the Violence Against Women Act of 1994.

What It Changes and Adds

  • It creates a point of order in the Senate, which is basically a rule saying it is not allowed to consider any bill, joint resolution, motion, amendment, or conference report that would decrease funding for issues related to the Violence Against Women Act of 1994.

  • It states that this new rule can only be waived or suspended if three-fifths of the Senators vote in favor of doing so.

  • It also requires an affirmative vote of three-fifths of the Senators to sustain an appeal of the ruling of the Chair on this specific point of order.
