What this amendment would do

This amendment, numbered SA 1421 and submitted by Ms. Rosen, is about keeping an eye on our housing costs and making sure the folks we elect are held accountable when policies threaten to make housing more expensive for everyday people.

The purpose of this amendment is to add a deficit-neutral reserve fund to the concurrent resolution. This allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation that prohibits the executive branch from taking actions that would increase housing costs.

Specifically, it aims to target actions like putting tariffs on critical homebuilding materials from Canada and Mexico, as long as the new legislation does not increase the federal deficit between fiscal years 2025 and 2034.
