What this amendment would do
-
Mr. Kaine submitted amendment numbered SA 1270 to the bill H.R. 1968, which deals with making further continuing appropriations and other extensions for the fiscal year ending September 30, 2025.
-
The purpose of this amendment is to put limits on how federal agencies can cut their staff using funds from this Act.
What it aims to change or add
-
It adds a rule stating that no funds made available by the Act can be used by any federal agency to remove more than 1 percent of its employees during the first 30 days after the Act is enacted.
-
It adds a requirement that after that 30-day period, any federal agency wanting to restructure must first submit a plan to the congressional committees that have jurisdiction over the agency.
-
This plan must outline how the agency intends to execute its statutory missions even with a greatly reduced workforce, and it must be submitted before the restructuring is carried out.
