What this bill would do
This joint resolution proposes a constitutional amendment to abolish the electoral college. It establishes that the President and Vice President will be directly elected by the people of the several States and the district constituting the seat of government. Each voter will cast a single vote for a joint pair of candidates for President and Vice President. The pair that receives the greatest number of votes will win the election. Congress is authorized to pass laws covering ties or the death or disqualification of candidates before a winner is chosen. The article will take effect one year after the first day of January following its ratification by three-fourths of the State legislatures.
