What this bill would do
The Justice for Jocelyn Act aims to change how aliens are handled during immigration proceedings. It limits participation in Alternatives to Detention programs unless all available detention beds are filled and all efforts to detain an individual have been exhausted. Every alien on the ICE nondetained docket must be enrolled in an Alternatives to Detention program with continuous GPS monitoring. These individuals would also be required to stay at their compliant home addresses between 10:00 p.m. and 5:00 a.m. Additionally, the bill mandates the removal of aliens who fail to comply with their release orders via an affidavit submitted to an immigration judge.
