What this bill would do
This bill is titled the Portal for Appraisal Licensing Act of 2026. It requires the Appraisal Subcommittee to establish and maintain a cloud-based system called the Portal for Appraiser Credentialing and AMC Registration Information. This portal will serve as a central depository for appraisers and appraisal management companies to submit license, certification, and registration applications and renewals. The bill allows the Attorney General and the Federal Bureau of Investigation to provide criminal history information to appropriate State officials using the Appraisal Subcommittee as a channeling agent. It also preserves States' rights to act independently on applications and establishes an advisory committee to advise on the portal's establishment. Additionally, the bill permits the Appraisal Subcommittee to charge reasonable user fees to cover the costs of the portal and provide grants to State agencies.
