What this bill would do
This bill requires the Secretary of Defense to establish a three-year pilot program to support members of the Armed Forces and their families as they transition to civilian life. Participating eligible organizations will provide personalized, whole-family transition and wellness support at four geographically diverse military installations. The program focuses on preventative support and offers services such as peer-led support groups, resilience workshops, employment assistance for spouses, and a digital resource hub. Eligible participants include active duty members within one year of separation and their families, with priority given to those facing accelerated or involuntary separations. The Secretary of Defense and the Secretary of Veterans Affairs will coordinate to ensure a seamless post-separation handoff of services.

Potential Positive Impacts for People
-
Section 2(a) and Section 2(b): The bill establishes a non-clinical, community-based pilot program designed to provide personalized, whole-family transition and wellness support. This is positive because it aims to strengthen resilience, stability, and long-term well-being for military families during and after separation from the Armed Forces.
-
Section 2(f)(2): Participating organizations are required to provide specific resources such as peer-led support groups, resilience workshops, employment assistance for spouses, and skills training. This is positive because it directly helps transitioning service members and their families build practical life skills, secure employment, and successfully reintegrate into civilian communities.
-
Section 2(e)(2): The program prioritizes members of the Armed Forces facing accelerated or involuntary separations, as well as those with limited time for transition planning, and their families. This is positive because it ensures that the individuals who are most vulnerable and pressed for time receive the necessary help first.
-
Section 2(h): The Secretary of Defense and the Secretary of Veterans Affairs are required to coordinate and ensure a seamless post-separation handoff of services. This is positive because it reduces the bureaucratic friction families often face when moving from military to veteran status.
Potential Negative Impacts for People
- Section 2(c)(1): The pilot program is limited to only four geographically diverse military installations for a duration of three years. This is negative because many transitioning service members and military families stationed outside of these specific locations will not have access to these valuable support services during the pilot period.
