What this bill would do
S. 5581 is known as the Veteran Technology Employment Success Act of 2026. This bill changes how the Secretary of Veterans Affairs calculates the average employment rate for veterans in the VET TEC high technology program. It requires the Secretary to submit program operation reports to specific committees and also make those reports available to the public. The bill sets a specific formula using a fraction to calculate the employment rate based on veterans who are employed 180 days after completing the program. It ensures that certain employment situations, such as being hired by the program provider or its affiliates as an instructor, are not counted in the numerator. Finally, the bill directs the Secretary to collect feedback from participants to evaluate and improve the program.

Potential Positive Impacts for People
-
Section 2(1)(A) requires the Secretary to make the report on the operation of the program available to the public. This is positive because it holds officials accountable and gives everyday people clear access to how the program is running.
-
Section 2(1)(B) states that the Secretary shall report the rates of full-time employment, part-time employment, and self-employment to the maximum extent practicable. This provides a clearer picture of what kind of jobs veterans are actually getting after the program.
-
Section 2(2) requires the Secretary to collect and analyze feedback from participating veterans and use it to evaluate and improve the program. This benefits veterans by ensuring their direct experiences are used to make the program better.
Potential Negative Impacts for People
- Section 2(1)(B) states that the numerator shall not count cases where the individual is employed by the same organization that provided the education program, or by a parent or affiliate as an instructor for a substantially similar program. This could be viewed as a burden or negative if a veteran legitimately secures a good job teaching with the same provider, but that success cannot be counted toward the program's official employment rate.
