What this bill would do
This bill, known as the "National Coordination on Resilience for Security Act of 2026," aims to amend the National Security Act of 1947. It requires the President to designate a Chief Resilience Officer within the National Security Council to coordinate interagency efforts regarding national resilience. The bill establishes a "Partners Council on Resilience" to provide recommendations for supporting non-Federal partners in building resilience to natural hazards. A central requirement is the creation of a "National Resilience Strategy" to address vulnerabilities to natural hazards and improve the national security posture. The strategy includes an implementation plan and must be updated every three years. Finally, the Act mandates the creation of an adaptation and resilience clearinghouse to improve access to data and technical assistance.
