What this bill would do
This bill is known as the Barring Adversarial Networks and Notorious Extremist Destabilizers in Latin America Act or the BANNED in Latin America Act. It requires the Secretary of State to submit a comprehensive strategy to Congress within 180 days of enactment. The strategy must focus on countering Iran's and Hezbollah's propaganda networks and influence operations in Latin America. Specifically, the strategy must include initiatives to strengthen U.S. capacity to identify, monitor, and disrupt these malign networks. It also involves frameworks to disrupt broadcasting platforms like Hezbollah's Al Mayadeen Espanol, plans to expose Iran's Al Mustafa International University network, and initiatives against drug smuggling, money laundering, and illicit mining. Finally, the bill requires the strategy to address document fraud operations such as falsified passports.

Potential Positive Impacts for People
-
Section 2(b)(1): This provision requires the strategy to include initiatives that strengthen the capacity of the United States to identify, monitor, and disrupt Iran's and Hezbollah's malign networks, including their cooperation with academic institutions and nongovernmental organizations. This is positive because it aims to keep people safe by tracking and stopping dangerous groups from operating freely.
-
Section 2(b)(4): This provision calls for initiatives designed to weaken the ability of Iranian- and Hezbollah-linked individuals from engaging in drugs and contraband smuggling and money laundering. This can be viewed as a positive outcome for the public because stopping drug smuggling and money laundering helps reduce crime and keeps illegal operations out of our communities.
-
Section 2(b)(6): This provision aims at working with partners and allies to counter Hezbollah document fraud operations, including the production of falsified passports, birth certificates, driver's licenses, and other government identification. This helps protect everyday people by stopping criminals and terrorists from creating fake identities that let them travel and break the law undetected.
Potential Negative Impacts for People
- Section 2(b)(3): This section includes a plan to expose Iran's Al Mustafa International University network and its affiliated entities, including by working with local governments to address its role in radicalization and recruitment. While targeting terrorist recruitment is meant to be helpful, relying on foreign local governments and exposing educational or religious networks could cause unintended burdens or restrictions on legitimate students, innocent travelers, or peaceful academic groups who happen to be associated with those regions or institutions.
