What this bill would do
This bill, known as the "Federal Emergency Mobilization Accountability (FEMA) Workforce Planning Act," requires the Administrator of FEMA to create a human capital operating plan. This plan must be submitted within one year of the Act's enactment and updated at least every three years. The plan aims to shape and improve the Agency's workforce by addressing staffing and skills gaps. It must include performance measures, cost analyses, and strategies for recruitment and retention. Additionally, the plan must cover the deployment of the Surge Capacity Force and efforts to prevent discrimination. Finally, the Comptroller General is tasked with reviewing the plan to ensure it meets all legal requirements.
