What this bill would do
The Build America, Buy America Compliance Act requires the head of every Federal agency to submit an annual report to Congress and the Made in America Office. This report must track the implementation of the Build America, Buy America Act across all new and existing Federal infrastructure financial assistance programs. Agencies must identify which programs have fully implemented Buy America preference requirements and which have not. For those not yet compliant, the report must include a timeline and steps to achieve full implementation. Additionally, agencies are directed to work toward replacing general applicability waivers with specific, project-based waivers. This legislation aims to ensure taxpayer dollars support United States businesses and workers.

-
Increased Transparency: The Act requires agencies to submit detailed reports identifying which infrastructure programs have or have not fully implemented Buy America requirements, which is then published in the Federal Register (Section 3).
-
Enhanced National Security: Utilizing domestic materials for infrastructure is intended to enhance national security (Section 2, Subsection 1).

Potential Negative Impacts for People
- Project Delays: While the bill suggests that ad hoc, product-specific waivers are intended to ensure projects proceed without delay, the transition away from general applicability waivers could impact how agencies handle market limitations such as availability or cost (Section 2, Subsection 5).
