What this bill would do
This bill, known as the Producing Real Opportunities for Technology and Entrepreneurs Investing in Nutrition Act, directs the Secretary of Agriculture to establish research centers of excellence for alternative protein innovation. It funds new research, grants, and national programs focused on food biomanufacturing, bioprocessing, and converting under-utilized biomass into edible proteins and fats. The legislation also creates grant programs for workforce training and facility development to build a domestic food biomanufacturing capability. Additionally, the bill requires a national strategy on protein security to coordinate efforts across multiple federal departments and agencies. Finally, the text explicitly states that nothing in the Act shall be construed to support the production of insects for food or animal feed.
