What this bill would do
This bill is called the Targeting Environmental and Climate Recklessness Act of 2025. It allows the President to place sanctions on foreign people or groups who do things that significantly make climate change worse or cause illegal deforestation. These sanctions can include blocking property in the United States and stopping individuals from getting a visa to enter the country. The bill also states it is U.S. policy to use Global Magnitsky sanctions against people who commit corruption or human rights abuses related to the environment. Additionally, it authorizes funding for the Office of Foreign Assets Control to help carry out these actions. The goal is to hold people accountable for environmental and climate harm around the world.

Potential Positive Impacts for People
-
Protection for Environmental Defenders: Under Section 4 and Section 5(a)(3), the government can target individuals involved in corruption and human rights abuses against people who protect the environment, public health, or community land rights. This could help protect vulnerable activists and Indigenous communities facing threats and violence.
-
Combating Climate Damage: Under Section 5(b)(1), the President can penalize foreign actors who knowingly or recklessly cause greenhouse gas emissions that undermine global temperature goals, or who build low-efficiency fossil fuel power plants. This aims to reduce severe weather events, wildfires, and health threats that harm people in the United States and abroad.
-
Stopping Illegal Deforestation: Under Section 5(b)(2), the bill allows for sanctions against those who engage in or fail to combat illegal logging, mining, or ranching that destroys natural carbon sinks. This helps fight criminal networks that threaten communities and natural resources.
Potential Negative Impacts for People
- Financial and Economic Burdens on Foreign Entities: Under Section 5(c), foreign persons found responsible for worsening climate change, illegal deforestation, or environmental misrepresentation face severe penalties like blocked property and business transactions. While aimed at bad actors, these broad sanctions could create market disruptions or unintended economic fallout for workers linked to penalized foreign industries.
