What this bill would do
This bill is known as the Preventive Health Savings Act. It amends the Congressional Budget Act of 1974 to change how preventive health savings are scored. Under this bill, specific congressional committee leaders can request that the Director determine if proposed legislation will result in net reductions in budget outlays in budgetary outyears through preventive health care. If the Director finds that the legislation will reduce budget outlays, they must include a description and estimate of these reductions in their projections. The Director is also allowed to prepare budget projections that include some or all of the budgetary outyears, regardless of standard time periods. However, these estimates must be used as supplementary estimates and cannot be used to determine compliance with the Congressional Budget Act of 1974 or other budgetary enforcement controls.

Potential Positive Impacts for People
-
Section 2, adding subsection (h)(1) and subsection (h)(2): This provision allows congressional leaders to request an official evaluation of whether proposed preventive health care legislation will reduce future government spending. If the Director determines it will reduce spending, they must include a description and estimate of these future savings in their projections, which helps highlight the long-term value of preventive health measures.
-
Section 2, adding subsection (h)(4)(B): This provision defines preventive health care to include actions that protect, promote, and maintain health and wellness and prevent disease, disability, and premature death using effective, innovative health care interventions backed by evidence. This ensures that the focus remains on scientifically supported methods to keep people healthy.
Potential Negative Impacts for People
- Section 2, adding subsection (h)(3): This provision places a limitation stating that any estimate provided by the Director regarding these preventive health savings must be used only as a supplementary estimate. It explicitly prohibits these long-term savings estimates from being used to determine compliance with the Congressional Budget Act of 1974 or any other budgetary enforcement controls, meaning the potential savings cannot officially count toward meeting standard budget rules.
