What this bill would do
The "Securing Assurance for Federal Employees Act" or "SAFE Act" prohibits Executive agencies from taking any action to reduce their workforce during a lapse in appropriations. This includes proposing, noticing, initiating, or implementing a reduction in force or similar efforts to cut employee numbers. The bill also declares that any such actions taken in violation of this rule, including those occurring between October 1, 2025, and the date of enactment, have no force or effect. It does not affect voluntary separation payments.
