What this bill would do
The Gang Activity Reporting Act of 2025 requires the Attorney General to submit an annual report to Congress regarding gang activity, reporting, investigation, and prosecution. This report must be completed in conjunction with the Secretary of Homeland Security and the Director of the Federal Bureau of Investigation. The first report is due not later than 150 days after the date of enactment, with subsequent reports due by the last day of each fiscal year. The bill aims to provide policymakers with up-to-date, accurate, and consistent reporting to help enact effective, evidence-based policies that protect the people.

Potential Positive Impacts for People
-
Section 3 (adding new section 530E(a)(2)(A)) requires the annual report to include specific numerical data on the growth of local, national, and transnational gangs, including changes and trends in gang membership, location, and activities over a 10-fiscal-year period. This could benefit the public by giving lawmakers clear visibility into how gangs are spreading so they can be held accountable for taking action.
-
Section 3 (adding new section 530E(a)(2)(F)) mandates that the report include gang enforcement statistics from the last fiscal year, including the quantity of gang-related arrests, the number of juveniles arrested for gang activity, and the number of firearms seized by law enforcement. This ensures that the people and their elected officials receive transparent tracking of arrests and weapon seizures.
Potential Negative Impacts for People
- Section 3 (adding new section 530E(b)) allows the Attorney General, the Secretary of Homeland Security, and the Director of the Federal Bureau of Investigation to determine that the report, or a portion of it, may be classified. This could negatively impact transparency by keeping certain details about gang activity and federal investigations hidden from the public.
