What this bill would do
This bill is known as the Justice for America's Veterans and Survivors Act of 2025. It requires the Secretary of Veterans Affairs to submit an annual report to Congress. The report must include data and information on the causes of deaths among veterans. Specifically, it needs to list details for each veteran who died, including their disability rating, primary and secondary causes of death, and the manner of death. It also requires a total count of veterans who died from each primary cause and manner of death. This reporting requirement is set to sunset five years after the enactment of the act.

Potential Positive Impacts for People
-
Increased Accountability: Under Section 2, adding new section 534(a), the Secretary of Veterans Affairs is required to submit an annual report on veteran deaths to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives. This holds our elected and appointed officials accountable by forcing them to look at and share hard data on how veterans are passing away.
-
Detailed Tracking of Veteran Deaths: Under Section 2, adding new section 534(b), the reports must identify whether a veteran had a totally service-connected disability, their primary and secondary causes of death, and the manner of death, along with total counts. This provides clear, organized information that could help the public and lawmakers understand the specific health challenges veterans face.
Potential Negative Impacts for People
- Temporary Reporting: Under Section 2, adding new section 534(c), the reporting requirement terminates on the date that is five years after the date of the enactment of the act. This means the potential benefits of this transparency and data collection will automatically stop after five years unless further action is taken.
