What this bill would do
This bill, called the "Protecting the USMCA from Harmful Chinese Investment Act," tells the United States Trade Representative to focus on foreign investment reviews during the next USMCA joint review. The goal is to get Canada and Mexico to create investment review systems similar to the U.S. framework under the Defense Production Act of 1950. This is intended to protect national security against risks from nonmarket economy countries, such as China. The bill also calls for a way for these three countries to coordinate on shared threats. To help, the Trade Representative will work with the Treasury and State Departments to provide technical assistance to Canada and Mexico.
