What this bill would do
This bill is called the Transparency in Contracting Act of 2025. It requires companies to report big price increases on certain government contracts that were awarded without competition. Specifically, companies must report within 30 days if a price reaches 25 percent above the original bid price or the price paid the previous calendar year. They also must report if the price reaches 50 percent above what was paid five years earlier. If contractors fail to report these price increases, that information will be recorded in a public database system. This helps us keep an eye on how our tax dollars are being spent by the officials we vote for.
Who it would affect, and how
Potential Positive Impacts for People
-
Keeping contractors honest about price spikes: Under Section 2(a) (adding new section 3709), companies must report price increases that hit 25 percent above the previous year or 50 percent above five years earlier on noncompetitive contracts. This is a positive step because it lets us see if companies are overcharging the government for products and services.
-
Tracking bad actors in a public system: Under Section 2(b) (adding new section 3710), contractors who fail to report these price increases will have their noncompliance information put into the Federal Awardee Performance and Integrity Information System. This is good for the people because it holds companies accountable and creates a clear record of who is following the rules.
