What this bill would do
This bill is known as the SkyFoundry Act of 2025. It requires the Secretary of Defense to set up a program to quickly develop, test, and manufacture small unmanned aircraft systems. The program will be administered through the Secretary of the Army and will be part of the Defense Industrial Resilience Consortium. It will feature an innovation facility for research and development and a production facility capable of making one million small unmanned aircraft systems annually. The legislation also allows for alternative acquisition mechanisms and public-private partnerships. Finally, the President or the Secretary of Defense will use the Defense Production Act of 1950 to prioritize domestic industrial base capacity for these systems.

Who it would affect, and how
Potential Positive Impacts for People
-
Under Section 2(c)(1), the bill establishes a Government-owned innovation facility that serves as a research, development, and testing hub. This is positive because it integrates lessons learned from global conflicts to rapidly evolve United States small unmanned aircraft systems designs.
-
Under Section 2(d), the Secretary may enter into public-private partnership agreements with private industry, academic institutions, and nonprofit entities in support of the Program. This is positive as it brings outside expertise to help support the program.
-
Under Section 2(f), the Secretary must ensure that the United States retains appropriate intellectual property and technical data rights for systems developed under the Program. This is positive because it secures Government purpose rights to enable continued production, sustainment, modification, and competitive procurement.
Potential Negative Impacts for People
- Under Section 2(h), the Secretary or the Secretary of the Army may expedite, waive, or modify Department of Defense regulatory requirements and internal procedures that would otherwise impede the program. This could be viewed as negative because it removes standard checks, procedures, and regulations normally applied to these activities.
