What this bill would do
This bill, known as the "Modular Housing Production Act," directs the Secretary of Housing and Urban Development to review Federal Housing Administration construction financing programs. The review aims to find barriers that prevent modular home developers from using these programs. The Secretary must identify regulatory issues, such as construction draw schedules, and administrative measures to help these developers. Within one year, the Secretary is required to publish a report recommending changes to reduce these barriers. Following the report, the Secretary must also initiate a rulemaking process regarding alternative draw schedules for these loans. Additionally, the Secretary may award a grant to study a standardized uniform commercial code for modular homes.

Potential Positive Impacts for People
-
Identifying barriers to modular home construction: The Secretary is tasked with identifying regulatory and programmatic features that restrict modular home developers from participating in construction financing programs (Section 3(a) and Section 3(b)(1)). This could help make it easier for these developers to access funding.
-
Improving loan structures: The Secretary is required to examine alternative draw schedules for construction financing loans provided to modular and manufactured home developers (Section 3(d)(1)). This could potentially ease the financial process for developers during the construction phase.
-
Streamlining design and innovation: The Secretary may award a grant to study a standardized uniform commercial code which evaluates the utility of a system for serializing and securing modules to streamline design and construction and improve innovation (Section 4(a)(1)).
-
Coordinating codes with financing: The study of a standardized code could include ways to coordinate that code with financing incentives (Section 4(a)(2)).
