What this bill would do
The Securing Our Propane Supply Act directs the Secretary of Energy to study the feasibility of a national strategic propane reserve. This study must evaluate the current propane supply chain and the risks of regional supply disruptions. It requires an assessment of potential storage locations, necessary infrastructure, and the quantity of propane to be stored. The Secretary must also evaluate how to acquire propane and how to deliver it to the market during a release. Following the study, the Secretary must develop a plan to implement recommendations. Finally, the findings and the plan must be submitted to specific Congressional committees.

Potential Positive Impacts for People
-
Improved Supply Reliability: The study aims to assess the risks of regional propane supply disruptions and whether they justify a national reserve (Sec. 2, a, 2, B). This could help protect people from shortages.
-
Support for Diverse Consumers: The study will evaluate likely consumers, including individuals, agricultural producers, and the Armed Forces (Sec. 2, a, 2, I). This could provide a clearer understanding of how a reserve would impact these specific groups and their respective States.
-
Price and Supply Relief: The evaluation includes looking at alternatives that could provide price and supply relief during regional disruptions (Sec. 2, a, 2, K).
Potential Negative Impacts for People
-
Market Implications: The study must evaluate the market implications of establishing and administering a reserve, including potential price and supply effects (Sec. 2, a, 2, J). This suggests that creating a reserve could have unpredictable effects on market prices.
-
Risk of Information Exposure: The Secretary must adopt procedures to protect classified information regarding vulnerabilities to United States energy security or reliability (Sec. 2, e). This indicates there are specific vulnerabilities that could be sensitive if not properly protected.
