It establishes a policy that the United States will not recognize the Russian Federation's sovereignty over Crimea or any other Ukrainian territory taken by force. This includes the associated airspace and territorial waters. Under this act, federal departments and agencies are prohibited from taking actions or spending funds that imply such recognition.
