What this bill would do
The POWER Act of 2025 aims to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It specifically seeks to authorize Federal agencies to provide certain essential assistance for hazard mitigation for electric utilities. Under this bill, electric utilities may perform cost-effective hazard mitigation activities alongside power restoration efforts. It also ensures that receiving help for emergency power restoration does not disqualify a facility from receiving hazard mitigation assistance. These changes apply to funds appropriated on or after the date of the Act's enactment.

Potential Positive Impacts for People
-
Combined Mitigation and Restoration: An electric utility can carry out cost-effective hazard mitigation activities at the same time as they work to restore power. This allows for simultaneous action under Section 403(e)(1).
-
Protection of Assistance Eligibility: Receiving help for the emergency restoration of power will not disqualify a facility from receiving hazard mitigation assistance for which it is otherwise eligible. This ensures that getting immediate help does not prevent future mitigation help under Section 403(e)(2).
Potential Negative Impacts for People
- Timing of Funding: The changes made by this amendment only apply to amounts appropriated on or after the date of the Act's enactment, according to Section 2(b).
